About the Town Clerk
When township government was first established, its founders understood that effective administration depends on accurate records and sound management.
The Town Clerk’s Office is responsible for a wide range of administrative and clerical functions within township government. These duties include record-keeping, budget and election support, and participation in Township Board deliberations on matters affecting the community.
Richard Johansen, Township Clerk - Richard has been the Township Clerk since 2001. He holds a bachelor’s degree in Public Law and a Master’s degree in American Government. His background includes archival work with the Illinois Regional Archives, service on the Campton Township Planning Commission, and co-authorship of the Campton Township Comprehensive Land Use Plan. He has also served on the Groundwater Task Force and is active in preservation efforts.
Juliette Kerr, Deputy Clerk was appointed Deputy Clerk in 2026.

Message from the Town Clerk

The Township Clerk does not establish public policy and does not resolve political issues. Instead, the Clerk serves as the official custodian of township records and is responsible for ensuring accurate documentation, transparency, and compliance with state requirements. Clerk duties include, but are not limited to, the following:

Reviewing Board packets prior to each meeting

Attending Township Board meetings, executive sessions, public hearings, and the Annual Town Meeting

Recording accurate minutes of all meetings and hearings

Presiding over the Annual Town Meeting until a moderator is elected

Presiding over bid openings

Preparing and publishing the annual schedule of meeting dates

Signing and sealing official township documents
-
Receiving candidate petitions and certifying ballots, referendum questions, and other required documents to the Kane County Clerk

Assisting with responses to Freedom of Information Act (FOIA) requests

Publishing legal notices
-
Attending Township Officials of Illinois (TOI) training seminars

Attending Open Space property closings as required
A key responsibility of the Clerk’s Office is communication with residents through accurate and complete meeting minutes. The “Minutes” section of the Clerk’s webpage provides public access to Town Board meeting records 24 hours a day. The Clerk strives to record detailed minutes so residents can clearly understand the actions and discussions that take place at Township meetings. Clear, thorough communication remains a top priority of the Clerk’s Office.

Alan D. Rottmann
Township Assessor
Alan Rottmann has served as Campton Township Assessor since 1991. Mr. Rottmann has many years of experience in both Residential and Commercial assessment. A graduate of Northern Illinois University, he has also amassed several hundred credit hours of assessment education through the State of Illinois Department of Revenue, Illinois Association of Assessment Officers, and the International Property Assessment Institute.

Ongoing Projects
Motor Fuel Tax Maps are revised periodically to reflect additional roads and subdivisions that are dedicated to the Highway District to ensure that the appropriate amount of motor fuel tax revenue is disbursed to the district.
Ditch Work, Culverts, and Catch Basins. Many road drainage projects are regularly performed each year that consist of excavating to shape and grade drainage ditches for proper water flow. The excavator is used to remove or add culvert ends, to clear and clean culvert openings, install or replace culverts, to install drain tiles, and to install or repair catch basins. After these operations are completed, shaping and grading is done before adding under-matting for gravel or stone such as large rip/rap or smaller 3” rock. Finally, soil is spread where needed and grass seed is then applied.
