Highway District
The Campton Township Highway District was established in 1865. The responsibilities continue to grow as our Township develops. As of today, the Highway District is responsible for over 135 miles of roadway. This includes 31 miles of Unincorporated Campton Roads, 93 miles of the Village of Campton Hills Road and 11 miles of Plato Township roads. The Campton Highway District has the largest roadway system out of the 16 Townships in Kane County. We continue to add roadways and responsibility as new subdivisions are developed, the newest being the Norton Lake Subdivision as of 7/15/2025.
When Campton was first settled, the roads carved through the wilderness were the lifeblood of commerce and communication. These rough-hewn, rural roads were vital to both Campton and the State of Illinois. The Township Highway District’s in Illinois were created to permanently oversee them.
According to Illinois Law, each township spans an area of 6 miles by 6 miles, totaling 36 square miles. When Campton was first settled, the roads carved through the wilderness played a crucial role in facilitating commerce and communication for both Campton and the State of Illinois. The creation of Township Highway Districts in Illinois ensured permanent oversight and maintenance of these essential routes.

About the Highway District
The Campton Township Highway District maintains and improves more than 31 miles of township roadways—the largest roadway system in Kane County. As the township grows, the district continues to add and maintain roads serving new developments.
Under Illinois law, the Highway District is responsible for township roads and their associated rights-of-way. District services include snow and ice removal, emergency roadway response, drainage and culvert management, roadside mowing, tree trimming and removal within the right-of-way, animal removal from roadways, and installation and maintenance of traffic signage.
The district performs year-round road maintenance, including pothole repairs, crack sealing, durapatching, asphalt repairs, resurfacing, shoulder gravel replacement, and pavement striping. Repaving projects are prioritized based on annual inspections and independent engineering evaluations and are completed as funding allows.
The Highway District’s road crew and office staff are committed to maintaining safe and reliable roadways. Residents are encouraged to contact the Highway District office to report concerns or request assistance.

Commissioner's Message
Sam Gallucci, a Campton Township resident since 1986, was first elected Campton Township Highway Commissioner in 2001 and was re-elected to his seventh term in 2025. He holds a Bachelor’s degree in Political Science from Northeastern Illinois University and brings a professional background in law enforcement, business management, and secondary education, including 21 years of service in Illinois law enforcement, retiring as Chief of Police for the City of Plano.
During his tenure, the Highway District completed its first full computerization, resurfaced more than 130 miles of township roads, replaced over 800 street signs, repaired or replaced more than 200 non-functioning culverts at no cost to homeowners, and assumed responsibility for an additional 36 miles of roadway.
An active member of the community, Commissioner Gallucci has served on township committees, including Parks and Recreation, which helped develop the Community Park on Brown Road. He currently serves on the Campton Township Environmental Committee and has been a member of the Village of Campton Hills Fire and Police Commission since 2019, serving as chair for the past three years.
Under his leadership, the Highway District maintains intergovernmental agreements with the Village of Campton Hills (current through 2029), Plato Township Road District, the Village of Lily Lake, the Village of Virgil, and the Virgil Township Highway District.

Township Assessor
Alan Rottmann has served as Campton Township Assessor since 1991. Mr. Rottmann has many years of experience in both Residential and Commercial assessment. A graduate of Northern Illinois University, he has also amassed several hundred credit hours of assessment education through the State of Illinois Department of Revenue, Illinois Association of Assessment Officers, and the International Property Assessment Institute.

Motor Fuel Tax Maps are revised periodically to reflect additional roads and subdivisions that are dedicated to the Highway District to ensure that the appropriate amount of motor fuel tax revenue is disbursed to the district.
Ditch Work, Culverts, and Catch Basins. Many road drainage projects are regularly performed each year that consist of excavating to shape and grade drainage ditches for proper water flow. The excavator is used to remove or add culvert ends, to clear and clean culvert openings, install or replace culverts, to install drain tiles, and to install or repair catch basins. After these operations are completed, shaping and grading is done before adding under-matting for gravel or stone such as large rip/rap or smaller 3” rock. Finally, soil is spread where needed and grass seed is then applied.

Obtaining a Permit
Certain types of construction projects require a permit from the Highway District.

Steps To Obtaining An Access/Culvert Permit

Call the Campton Township Highway District Office for an access/culvert permit at 630-365-9300.
- The fee for a permit is $1,200.00.
- The fee for a temporary permit is $100.00.

State the name of the Builder or Contractor.
-
Give the name of the lot, street and subdivision.
-
The permit will be approved and signed by the Highway Commissioner.

A date and time will be given in which you can pick up the permit.
-
Then the permit is ready for pick up at the Highway Office.
Temporary Permits
A temporary permit shall be required for the construction of any temporary access way for any type of construction where access to a Township road, street, or highway is required.
This temporary permit shall be issued by the Campton Township Highway District Commissioner. There will be a $100.00 temporary permit fee for any construction payable to the Campton Township Highway District at the time of the request.
A temporary permit is only valid for one hundred eighty (180) days of the date issued and signed by the Highway Commissioner. If work is not completed a new temporary permit must be applied for with an additional temporary permit fee to be paid. Applications shall be available at the Campton Township Highway District office located at 5N790 Route 47, Maple Park, IL.

Mailbox Policy
The following Postal Service guidelines apply to the installation of a rural style mailbox on a post in front of your house.

Having a properly installed mailbox that is up to USPS standards can drastically reduce the probability of your mailbox becoming damaged by the snow or a snow plow. It is important to make any necessary repairs or changes to your mailbox before the winter months.

Please check to be sure your mailbox is installed correctly so that your mail carriers and Township road crews can do a better job of serving you.

Mailboxes should be located on the right-hand side of the roadway in the direction of the delivery route except on one-way streets where they may be placed on the left-hand side.

The bottom on the mailbox must be 41 to 45 inches from the roadway surface. The front of the mailbox must be 6 to 8 inches back from the edge of the curb or roadway.

Put your house or apartment number on the mailbox.

If your mailbox is on a different street from your house or apartment, put your full street address on the box.

Posts should be 4x4-inch wood posts or a 2-inch thin wall steel pipe designed to breakaway on vehicle impact.

If the mailbox is installed correctly, and the mailbox is damaged by Campton Township equipment during snow plowing, the Township will replace it with a temporary post and/or mailbox and later when weather permits a permanent standard 4x4 wood post and support. If your mailbox installation doesn't conform to the guidelines above, the Township will not be responsible

NOTE: Posts and mailboxes must be within USPS guidelines listed above. Mail boxes and posts must be in good working condition. The posts must not be rotten or rusted out. Extravagant mailboxes made of stone, brick, or other heavy materials are not within the USPS guidelines and will not be repaired or reconstructed by the Highway District. In the event a mailbox or post is damaged or destroyed by impact with snow or the snowplow, there is a limited dollar amount set by the Highway District for mailbox/post repair or replacement. The Campton Township Highway District is one of only four highway districts out of 16 within Kane County that will actually contribute to these repairs or replacements.
